Officials may have been away from their desks for the holiday to mark spring festival, but messages for them continued to be sent.

Possibly of lesser interest to them, but certainly of most important to the rest of the world, was the week’s second most widely circulated article – on Xi Jinping’s meeting with Vladimir Putin, in Beijing for the opening ceremony of the Winter Olympics.

Blandly headlined “Xi Jinping holds talks with Russia’s President Vladimir Putin”, the article was in part noteworthy for having no direct mention of Ukraine, the issue currently pushing the two countries closer together. The nearest it came was the comment that: “During the meeting, the two heads of state had an in-depth exchange of views on the current international and regional situation and major hotspot issues of mutual concern.”

The article’s sting came in its coda and its note that following their talks the two sides issued a “Joint Statement of the People’s Republic of China and the Russian Federation on International Relations and Global Sustainable Development in the New Era”.

The statement “focused on the common positions of China and Russia in terms of democracy, development, security and order” – a curious ordering of priorities given the anti-democratic nature of both regimes.

To its readers, the article signals where China’s international priorities stand for now. No great explanation is needed given the perpetually temporary nature of alignments between China and Russia.

The week’s most widely circulated article, relating the messages sent out from a CPC Central Committee/State Council spring festival gathering, appeared to have been aimed at United Front figures – the opinion leaders charged with keeping society broadly in line. Largely self-congratulatory, it had one portmanteau sentence itemising the specific issues beyond Covid and the economy which seem to be on China’s leaders’ minds:

Advancing, carbon neutralization work has been fully deployed, national defense and military construction have been vigorously expanded, Hong Kong has been transformed from chaos to governance, the struggle against “independence” and reunification has been continuously strengthened, major country diplomacy with Chinese characteristics has continued to advance, and Party history learning and education have achieved remarkable results.

The week’s other spring festival item – Xi’s speech to non-Party figures – featured a look back at the achievements of the last year. Quite a list from the CPC’s standpoint:

The future may continue to look more uncertain than it a few years ago, but the CPC could feel justified in concluding that it is successfully handling the challenges thrown at it.
